Media reports late Wednesday night indicated that Katz, the Queens borough president, had pulled ahead of Tiffany Cabán by 20 votes as the city Board of Elections sifted through uncounted absentee and affidavit paper ballots that weren't a part of the unofficial tally from last Tuesday's election.

The swing would be enough to trigger an automatic recount, which occurs when candidates are separated by less than 0.5% of the vote. Still, Katz declared victory Wednesday night in a statement.
