3rd Circuit Curbs Union Leafleting, Reverses Two NLRB Orders

Under Pennsylvania law, an employer can prohibit union organizers from distributing leaflets in a company driveway -- even if it qualifies as a "public right-of-way" -- unless the local municipality has said such handbilling must be allowed, the 3rd Circuit ruled. In Snyder's of Hanover Inc. v. National Labor Relations Board, the court overturned two NLRB orders that held Snyder's liable for unfair labor practices.
