A former New York City Law Department attorney admitted Friday he had defrauded two victims in a mortgage scam to pay off gambling debts. Hugh A. Zuber invented a state court suit and a federal bankruptcy proceeding in a desperate attempt to avoid detection. He will be ordered to pay victims' losses as restitution, forfeit $301,250 and pay a fine of between $6,000 and $60,000 when he is sentenced.
