The report is a culmination of an unprecedented effort by a group of judges, court administrators, practitioners and dedicated “justice partners” who engaged in months of intense listening and information gathering including three public hearings held in Albany, New York City and Buffalo, more than 30 remote listening sessions, and the review of volumnous written submissions from across the state. The Working Group heard testimony from more than 300 people and organizations, and their insights provide the backbone and primary source material for the substance of this report.
