Judges, staff and some local attorneys are cheering a rule change from the Georgia Supreme Court that makes it easier to transfer cases from Fulton County Superior Court to the Business Case Division, a special court designed to deal with complex business cases faster than they could be heard in courts clogged with criminal matters. A pathologist has sued a Georgia hospital, the hospital authority and a former chief financial officer to force compliance with his Open Records Act requests on how $49 million in bond sales was spent. A defense attorney has agreed that the authority is subject to the Open Records Act, but argues that the hospital -- which possesses the records being requested -- is exempt. The Georgia Legislature is likely to consider legislation next month to rewrite the Open Records Act and Open Meetings Act.
