Defendant, the Republican National Committee (RNC), moves to vacate or modify a consent decree entered into as part of a settlement for voter intimidation claims brought by plaintiff, the Democratic National Committee (DNC). The decree, which was entered on Nov. 1, 1982, and modified on July 27, 1987, imposes various requirements on any “ballot security” initiatives undertaken by either the RNC or the New Jersey Republican State Committee (RSC). Such initiatives are defined in the decree as any efforts to prevent or remedy voter fraud.
