Judge Robert Katzmann and two of his colleagues claim that too many asylum seekers continue to suffer from poor legal representation in immigration courts as well as at the U.S. Court of Appeals for the Second Circuit. In an opinion yesterday detailing the plight of a deportee who was represented by a string of bad lawyers, Judge Katzmann wrote for the panel that the circuit sees "with disturbing frequency" evidence of ineffective lawyers representing immigrants seeking legal status.
