Albert Lorenzo, a Supreme Court Justice in Bronx County and former assistant dean and adjunct professor at St. John's University School of Law, writes that the present statutory enactments concerning bail jumping provide for three degrees of bail jumping depending on the underlying offense charged at the time the defendant jumped bail. Intent is not an element of the crime, so bail jumping has been characterized as a "strict liability" statute.
