THE HORRIFYING events of Sept. 11 have created an increased focus on national security. At the center of the focus is immigration policy and reform. Congress has responded with proposed legislation ostensibly to protect the United States from additional terrorist attacks.[1]

Most recently on June 13, 2002, the Department of Justice proposed a rule that would implement a new entry-exit system that will require certain non-immigrants (expected to mean primarily Middle Easterners) deemed to be a potential threat to national security to register and submit to monitoring as a condition of entry to the United States.[2]
