THE U.S. SUPREME Court has shot down a proposed rule change that would have allowed the live video testimony of witnesses in federal criminal trials — a technology that could have been used in far-flung international trials, including those involving terrorism.

By an apparent 7-2 vote made public on April 29, the Court took the rare step of deciding not to pass on to Congress the proposal, which was made by the Judicial Conference after more than two years of discussion. The proposal would have amended Rule 26 of the Federal Rules of Criminal Procedure.
