A state judge said New York City must disclose all emails between Mayor Bill de Blasio’s office and unpaid outside consultants—dubbed “agents of the city”—that the mayor’s office had argued were exempt from open records laws.

In 2015, reporters from NY1 and the New York Post filed requests under New York’s Freedom of Information Law (FOIL) for emails between top de Blasio administration staffers and Jonathan Rosen, co-founder and principal of BerlinRosen.
