Fifty-four years in prison for a 46-year-old drug kingpin is not a life sentence for purposes of an extradition agreement between Colombia and the United States, the U.S. Court of Appeals for the Second Circuit has ruled.

The Second Circuit said that Yesid Rios Suarez, also known as El Enano, lacked standing to challenge the decision of Southern District Judge Katherine Forrest to keep him in prison until he nears his 100th birthday, even though the extradition agreement said he could not be sentenced to life behind bars.
