The East Ramapo public school district in Rockland County does not have the authority to challenge state education officials who found the district’s dispute resolution practices for students with disabilities violates federal law, an appeals court ruled Thursday.

The Individuals with Disabilities Education Act (IDEA) does not confer on the East Ramapo Central School District or any other district a private right of action to challenge the state Education Department’s determination, a panel of the Appellate Division, Third Department, ruled.
