A former upstate police officer is entitled to special workers’ compensation benefits related to the six days he spent at the site of the World Trade Center towers immediately following the Sept. 11, 2001 terrorist attacks, a state appeals court has ruled.

The Appellate Division, Third Department, panel in Regan v. City of Hornell Police Department, 516451, unanimously upheld the finding of the Workers’ Compensation Board granting benefits to Richard Regan over the objections of the Hornell Police Department in upstate Steuben County.
