An Appellate Division, Second Department, panel, heard arguments Tuesday in Weiss v. Teachout, a challenge to the gubernatorial candidacy of Fordham law professor Zephyr Teachout, who is opposing Gov. Andrew Cuomo in the Sept. 9 Democratic primary.
Martin E.
