• Troutman Sanders has hired Andrew Perel as a partner in the firm’s environmental and natural resources practice. Perel joins from Michelman & Robinson, where he was chair of that firm’s environmental department.

• Kleinberg, Kaplan, Wolff & Cohen promoted to partner Michael Levine, who advises financial institutions on the purchase and sale of distressed assets.

• BakerHostetler had hired former Federal Trade Commissioner Pamela Jones Harbour as a partner in the antitrust and trade regulation practice and as a national co-leader of its privacy and data protection team. She will work in Washington, D.C., and New York. She joins from Norton Rose Fulbright.

Holland & Knight had added Paul Proulx to its real estate practice as a senior counsel. He was previously at Cozen O’Connor.

• James Wilson, a tax planning and transactions partner at Baker & McKenzie, has relocated from London to the firm’s New York office.

• Goldberg Segalla has elected to its partnership Brian Biggie, insurance coverage disputes; Marc Brown, litigation; and S. Philip Unwin, defense of workers compensation and discrimination claims. The firm promoted Richard Ahn, insurance coverage; and Patrick Omilian, insurance coverage and reinsurance, to special counsel.

• Herrick Feinstein has hired as partners Robert Rattet in the firm’s restructuring and bankruptcy practice, and Meghan O’Reilly in its financial institutions practice. O’Reilly joins from Clifford Chance, where she was counsel in the firm’s finance practice. Rattet was the founding partner of Rattet Pasternak, a bankruptcy boutique in White Plains. Also joining Herrick from Rattet Pasternak is James Glucksman as counsel.

• Withers Bergman has added David Moise as a partner focusing on tax examinations and appeals, tax court litigation and voluntary disclosure agreements. He was a partner at Hass & Hecht.

• Otterbourg, Steindler, Houston & Rosen, which represents institutional lenders and creditors such as banks, asset-based lenders, hedge funds and private equity firms, has changed its name to Otterbourg P.C.
