ALBANY – A Port Authority police officer failed to show that the digestive problems that forced him into retirement in 2007 were directly related to the services he was called on to perform after the terrorist attack on the World Trade Center, an upstate appeals panel decided yesterday.

The Appellate Division, Third Department’s unanimous ruling in Matter of Cardno v. New York State and Local Retirement System, 514782, upheld a finding by the state comptroller’s office denying former officer Thomas Cardno the enhanced disability retirement benefits established for emergency responders to the Sept. 11, 2001, attacks.
