• Scott Balber has joined Cooley as a litigation partner and head of the financial services litigation group. Balber was cochair of Chadbourne & Parke’s commercial litigation practice.

• Mitchell Mandell has joined White and Williams as a partner in the commercial litigation and financial restructuring groups. He was a partner at Norris McLaughlin & Marcus, where he headed the litigation practice in New York.

• Whiteman Osterman & Hanna has hired Paul Gioia as senior counsel to represent utilities and energy companies on regulation, litigation, finance and strategic planning. Gioia was of counsel at Dewey & LeBoeuf.

• Latham & Watkins has hired Raymond Holst as counsel in the tax department. He joins from Morgan Stanley, where he was an executive director in the tax counsel group.

• Todd Harrison, former chief counsel for oversight and investigations for the Energy and Commerce Committee in the House of Representatives, has rejoined Patton Boggs as a partner in the firm’s litigation and dispute resolution practice group. Harrison will work from the New York and Washington, D.C., offices. He was a partner at Patton Boggs from 2008-2011, when he left to serve on the committee.
