A fugitive psychiatrist who started a website to lure “desperately ill” people to the Philippines for organ transplants rightly received added prison time for fraud “committed through mass-marketing,” a federal appeals court has ruled.

The U.S. Court of Appeals for the Second Circuit affirmed the maximum sentence of 188 months for Jerome H. Feldman given by Northern District Judge David N. Hurd, who had applied the mass-marketing enhancement under §2B1.1(b)(2)(A)(ii) of the U.S. Sentencing Guidelines.
