Congress had every right to condition the receipt of grants to fight AIDS/HIV on a pledge not to encourage prostitution, Southern District Assistant U.S. Attorney Benjamin Torrance argued before a federal appeals court yesterday.

Mr. Torrance sought to convince the U.S. Court of Appeals for the Second Circuit to vacate an injunction preventing the government from insisting on the pledge. He said Congress had a “carefully crafted strategy” to combat the spread of HIV and AIDS that properly includes a strong and unequivocal “condemnation of sex trafficking and prostitution.”
