Rahul Manchanda filed suit against the chair of the Appellate Division, First Department’s Attorney Grievance Committee alleging rights deprivations violating 42 USC §1983, violations of the Computer Fraud and Abuse Act, and malicious prosecution and seeking $20 million in damages.

The court’s Dec. 22, 2023, order dismissed plaintiff’s claims seeking to criminally prosecute the FBI or the United States, except under the Federal Tort Claims Act. Reviewing plaintiff’s submissions after its orders of Dec. 22, 2023, and Jan. 2, 2024, the court denied plaintiff’s recusal application, dismissed his federal claims, and declined supplemental jurisdiction over his state claims. Plaintiff’s Jan. 2, 2024, judicial misconduct complaint could not force the judge’s recusal, and each of his federal causes of action required dismissal.
