The fight to pass a measure which would eliminate state court fees and probation fees, mandatory minimum fines, and incarceration on the basis of unpaid fines and fees, and garnishment of commissary accounts, seems to be an uphill battle.

Mandatory New York court fees attached to convictions are a regressive form of taxation that’s “predatory,” said a small yet vocal segment of New York’s Assembly on Thursday.
Along with their progressive advocates, the Democratic lawmakers were in the Capitol Building in an effort to stop the state from further collecting those fees as part of budget negotiations for the new fiscal year on April 1.
