Any rollback of New York bail laws merits its own discussion, exclusive of budget negotiations, the state bar said Friday.

As part of her proposed 2023-24 executive budget of $227 billion, Gov. Kathy Hochul is lobbying lawmakers to strike the section of law that compels judges to impose “the least restrictive means,” to give judges more discretion to assign bail in violent felony and more serious misdemeanor cases. Hochul says the least restrictive means should only apply to first-time and lower-level offenders.
