A Manhattan federal judge on Tuesday dismissed a restaurant-industry association’s challenge to a state curfew that had forced bars and restaurants to close early during a resurgence in COVID-19 infections last fall, in the latest decision to affirm Gov. Andrew Cuomo’s ability to impose restrictions amid the public health crisis.

The decision, from U.S. District Judge Paul A. Crotty of the Southern District of New York, found that Cuomo had a “rational basis” to ban indoor dining and impose a 10 p.m. cut-off for outdoor eating and drinking.
