U.S. District Judge Frederic Block of the Eastern District of New York on Friday granted a temporary restraining order in the case of 11 dogs recently flown from Russia to John F. Kennedy International Airport, keeping the dogs at a kennel facility in the United States while further briefing in the suit moves ahead. 

Ildar Gimadiev of Queens, who flew from Moscow earlier this month with six Yorkshire terriers, three Doberman pinschers, one dalmatian and one golden retriever, sued the leaders of several U.S. government agencies on Sept. 11. He argued that the U.S. Centers for Disease Control and Prevention improperly denied entry to the dogs and lacked an adequate process to appeal the agency ruling.
