The School Board of Miami-Dade County, Florida announces the following Board Policy action will be taken at its meeting on:

To Adopt New Board Policy 9300.01, Honorary High School Diplomas, to establish criteria for the selection of individuals to be awarded honorary high school diplomas. Any individual may nominate a deserving candidate for an honorary diploma. Nominations must be received by the Division of Athletics, Activities, and Accreditation within School Operations by February 1 of each year for individuals who meet any of the criteria outlined, to be forwarded to the Honorary Diploma Panel for consideration. Recommendations from the Selection Panel will be provided to the Superintendent, who will in turn, select the recipients and notify the Board no later than May 1. Honorary high school diplomas will be presented at District graduation ceremonies.

To Amend Board Policy 8800, Religious/Patriotic Ceremonies and Observances, to implement a legislative amendment to 1003.45, Florida Statutes. The policy amendments specify that the principal of each school shall require teachers in the first class period of the school day in all grades to set aside at least one (1) minute, but not more than two (2) minutes, daily, for moment of silence, during which time students may not interfere with other students’ participation. The amendments prohibit a teacher from making suggestions as to the nature of any reflection that a student may engage in during the moment of silence and require teachers in the first class period to encourage parents and guardians to discuss the moment of silence with their children and make suggestions as to how their children can best use this time. The policy title is also recommended for amendment to accurately reflect the content of the policy.

To Amend Board Policy 6320.02, Small/Micro, Minority/Women-Owned, and Veteran Business Enterprise Programs, and 6320, Purchasing, to: (1) allow certain narrowly-tailored gender-conscious and race-conscious remedies for addressing the identified disparities only when it is apparent that the use of gender-neutral and race-neutral means alone will likely be insufficient to remedy the effects of identified discrimination; (2) update various sections of the policy to be consistent with current law, (3) amend the policy to include language on the continual M/WBE compliance monitoring of subcontracting initiatives of prime contractors for a specified period of time; and (4) amend the policy to include Affirmative Procurement Initiatives for federally funded projects [ADDED PURSUANT TO DISCUSSION AT SEPT. 9, 2021 BOARD MEETING]. Board Policy 6320, Purchasing, is recommended for an amendment to conform the policy to the repeal of a prior Department of Agriculture rule permitting food and nutrition items to be exempted from competitive solicitation. Additionally, the policy includes a revision to require competitive solicitation for computer applications and software purchases that are not content-based and exceed $5,000,000.00 per contract.

If requested, a Hearing will be held during the October 20, 2021 School Board meeting. Persons requesting such a hearing must submit a written request to the Superintendent of Schools, Room 912, same address as above, by October 5, 2021. The policy will be effective upon filing with The School Board of Miami-Dade County, Florida on October 20, 2021. A person wishing to appeal any decision made by The School Board of Miami-Dade County, Florida, with respect to any action on this policy should ensure the preparation of a verbatim record of the proceedings, including the testimony and evidence upon which the appeal is to be based. Copies of the policy and the notice of intended action are available to the public for inspection and copying at cost in the Citizen Information Center, Room 102, 1450 N.E. Second Avenue, Miami, Florida.
