This public hearing is being held, pursuant to §1006.283, Florida Statutes, to address the instructional materials that are being considered for adoption for 2021-2022. A copy of the public hearing agenda will be available after 10:00 a.m., March 3, 2021. The agenda can be viewed by accessing the website www.dadeschools.net under Board Information. To Amend Board Policy 2460, Exceptional Student Education, and the document, Exceptional Student Education, Policies and Procedures (SP&P) Effective Dates: 2020-2021 through 2022-2023, to reflect revisions related to ss. 1003.57, 1003.571, 1003.573,1006.07, 1008.25 F.S. The new SP&P document reflects changes to documenting and reporting incidents of restraint and seclusion, reducing the use of seclusion, general education interventions, independent educational evaluations, Specific Learning Disabilities, Individualized Educational Plans, Discipline, State and District Assessments. Additionally, the District plan to increase participation of underrepresented students in programs for gifted and the District procedures during a declared state of emergency are included. Section 1003.57(1)(b)(1) Florida Statutes and Rule 6A-6.03411, Florida Administrative Code (F.A.C.), require the approval of this document by FDOE once every three (3) years as a prerequisite for the District’s use of weighted cost factors under the Florida Education Finance Program (FEFP).

To Repeal Board Policy 0173, Strategic Plan, and replace with School Board Bylaw 0173, District Strategic Plan, to clarify the purpose and process for the District Strategic Plan, require it to be comprehensive, to include priorities and objectives to support the identified goal(s) derived from the mission, vision, and core values of the school system, and be thoroughly reassessed and reevaluated in its entirety no less than every five (5) years, or for some other period as approved by the School Board. The revised bylaw also requires that the process for revising, developing, and/or amending the District Strategic Plan occur no less than six (6) months prior to the expiration of the previous District Strategic Plan, and that an update on the status and progress towards achievement of the goal(s) included in the District Strategic Plan, including any adjustments, be presented by the Superintendent and approved by the School Board annually.

To Amend Board Policy 6114, Cost Principles for Federal Funds, to include: specific considerations for determining whether a cost is reasonable and necessary; requirements for documenting costs; a definition of "budget period"; reference to allowable selected items of cost; standards for accounting for direct and indirect costs; criteria for obligation of funds; and a more specific definition of "period of performance."

To Adopt New Board Policy 6320.07, Procurement – Federal Grants/Funds, to reflect specific requirements for procurement with federal funds in accordance with 2 C.F.R., Part 200, consistent with Board Policy 6320, Purchasing, and current District practices. The adoption of Policy 6320.07 formalizes requirements to: use a procurement and contract administration system for federal grants in accordance with the C.F.R.; encourage full and open competition for the acquisition of property or services with federal funds; utilize a Domestic Preference for United States goods; and maintain procurement records.

To Amend Board Policy 6320, Purchasing, to align the policy’s content related to federal procurements with a newly adopted Policy 6320.07, Procurement – Federal Grants/Funds The amendments are included for consistency regarding the use of a procurement and contract administration system for federal grants in accordance with the C.F.R.; utilization of a domestic preference for United States goods; and maintenance of a procurement record for all procurements.

The School Board of Miami-Dade County, Florida announces that its offices will be closed for the School District’s Winter Recess on the following dates:

From Monday, December 21, 2020 through Friday, January 1, 2021.

School district offices will reopen on Monday, January 4, 2021.

Selected offices, which have regular interaction with the public, will have limited staff available on those days that are not designated as a "Board Approved Holiday." Persons who have questions regarding the available services during the Winter Recess or who require information regarding School District matters during the Winter Recess period may contact 305-995-3000.
