More than two years after Connecticut became the first state in the country to require most businesses to offer employees paid sick time, the debate continues on how the law is impacting employers.

That debate is being fueled in the form of dueling surveys by opposing sides. The first, by the fiscally conservative think-tank Employment Policies Institute, claimed last year that a majority of employers in Connecticut planned to cut staffs and make other “labor-saving steps to adapt to the law’s costs to their payrolls.”
