The North American Association of Subway Franchisees said it has hired attorney Robert Zarco and his Miami-based firm, Zarco Einhorn Salkowski, as general counsel to address “systematic issues” with the Subway franchises.

The move comes amid growing frustration among franchisees that the sandwich chain’s parent company is burdening franchisees, some of which are already struggling, with mandates to upgrade stores and offer food promotions.
