A third plea deal was announced Monday in the scandal over a municipal water billing class action, with a former Los Angeles Department of Water and Power official admitting to lying to the FBI.
David F. Alexander, 54, faces 15 to 21 months in federal prison under an offense level included in his plea agreement, but prosecutors reserved the right to argue for sentencing enhancements, a sign that Alexander’s cooperation is only just beginning.
