The U.S. Supreme Court has refused to hear an appeal by R.J. Reynolds Tobacco Co., Philip Morris USA Inc. and others challenging a Pennsylvania court ruling that modified a national settlement over tobacco-related health care costs in a way that saved the state about $126 million.
