Working into the early morning hours of June 30 in an effort to meet Governor Tom Corbett's demands to pass legislation for the 2013-14 state budget, the Pennsylvania Senate in a 27-23 vote passed its vision for the privatization of the state's wine and liquor operations. Rather than introduce new legislation, the Senate voted through an amendment to HB 790, which had previously passed the state House of Representatives.

Despite these efforts, however, legislators from the House and Senate were not able to reach agreement on the future of the state's sale of liquor and wine, thus tabling the issue until the fall.
