Soon after the Pennsylvania Race Horse Development and Gaming Act was amended to allow interactive gaming and online sports wagering, Sherman charged his staff with drafting and implementing the volumes of regulations required to allow operators to quickly have an online gaming presence, but with appropriate regulatory oversight. Beginning prior to 2020, and throughout that year, despite working remotely, Sherman’s Office of Chief Counsel promulgated regulations, drafted policies, and guided operators in a manner that allowed Pennsylvania to become a leader in online gaming.

The result of these efforts have allowed the commonwealth to move into new gaming markets far more swiftly than other United States gaming jurisdictions but also do so intelligently thereby benefiting not only Pennsylvania but the gaming operators within it.
