The Pennsylvania Superior Court has ruled in favor of a couple who claimed that a judge curtailed their First Amendment rights by not allowing them to film employees from the Philadelphia Department of Human Services conduct a home inspection.

A three-judge appeals court panel overturned Philadelphia Family Court Judge Joseph Fernandes’ ruling against the parents of Y.W. and N.W. The parents were investigated by DHS after receiving a report of child abuse. The parents initially denied a DHS investigator entry to the home.
