In a memo proposed by a state representative, the Pennsylvania Labor Relations Board would be required to conduct a “secret ballot vote” among public employees in a collective bargaining unit to determine if employees seek to continue representation. If a majority votes against keeping current representation, the representative’s collection of dues, fees, grievance arbitration and other duties would be terminated, provided that the collective bargaining agreement still goes in effect.

If the representation was terminated, at least two years must pass before any representative can initiate a petition to become a certified representative of the public employees, according to the memo and its attached document issued by Rep. Seth M. Grove, R-York.
