A New York City law designed to give tenants who live in low-income housing the right to purchase their building if the owner stops receiving federal subsidies is preempted by federal law, a state appeals court has ruled. In an unsigned, unanimous decision, the Appellate Division, First Department, has dismissed a tenant association's bid to compel the owner of a Harlem housing complex to comply with Local Law 79, which was passed by the City Council in August 2005 over Mayor Michael R.
