A group representing U.S. airlines is challenging in federal court a New York law created after passengers were confined to aircraft during long weather delays, sometimes without access to water or working toilets. The law would create a state advocate for airline passengers and require airlines to supply food, working rest rooms and fresh air to travelers left sitting on aircraft that have been delayed for three hours or more. Airlines would also be subject to fines of $1,000 per violation per passenger.
