Both defense and plaintiffs attorneys who litigate securities class actions say the 11th Circuit's federal courts are friendly terrain for corporate defendants in securities class actions. That claim is backed up by the National Economic Research Associates, which reports that of securities class actions filed in that circuit from 1996 to 2003, 10 percent were dismissed within two years of filing -- a dismissal rate that ties for second place among all circuits.
