The going keeps getting rougher for Alien Tort Statute plaintiffs. A Houston judge has concluded that 193 victims of terrorist bombings in Israel don't have standing to sue U.S. oil companies that made allegedly illegal payments to Saddam Hussein under the auspices of the U.N. Oil for Food program.
