Legal and illegal workers are finding a boom in construction jobs in Florida -- and a shrinking of workers' comp protections, say some observers. Analysts say the ability to recover damages for on-the-job injuries has been constrained due to business and insurance groups pushing through a sweeping workers' comp revision in 2003. One expert says he has seen a rise in construction-related injuries over the past eight years -- at the same time that workers' comp payouts have declined.
