The NAACP and the constitutional law clinic at Rutgers Law School-Newark are suing six New Jersey towns over their hiring practices, charging that because their populations are overwhelmingly white, the strong preference given to residents has the effect of excluding minorities from municipal jobs. "We are trying to open up job opportunities in towns that have residency requirements and very few African-American residents," says Jonathan Hyman, the Rutgers professor handling the case.
