Civil Suits Over Bosnia Languish

During the Bosnian War in the early 1990s, the rape and torture of Muslim women by Serb soldiers led to a pair of novel civil suits seeking justice for the victims in the U.S. court system. Both suits are pending in U.S. District Court for the Southern District of New York. Each rests on a 200-year-old law known as the Alien Tort Statute, which has enabled victims of genocide and torture to sue individual defendants for damages in U.S. courts.
