City Seeks Proposals From Institutions for Conflict Cases

New York City last week issued a request for bids from institutional providers to handle conflict cases, a move that could sharply limit the practice of 18-B lawyers, who now take most of the cases of indigent criminal defendants who cannot be represented by organizations with a city contract. Word of the proposal caused "panic" to spread "through the ranks of 18-B lawyers," said Stephen J. Singer, a past president of the Queens County Bar Association and member of the Second Department's 18-B screening panel.

Public defenders are often the punching bags of the justice system -- overworked, underpaid and sometimes loathed. Many complain that low funding prevents outreach efforts that could keep clients from getting rearrested. Robin Steinberg, executive director of the Bronx Defenders, saw a connection between the problems -- and exploited it. In addition to counseling clients, Bronx Defenders uses a "whole client" approach, helping clients get jobs, find homes and sometimes even get financial aid for college.

Judge John Wilson said he plans more self-published works, including one about women who "ignore their biological clocks, thinking that technology can solve their problems" conceiving. At least one group is seeking an inquiry into the judge's capacity to act impartially.
