Sentence Guidelines Panel Stalled by Vacancies
After allowing the U.S. Sentencing Commission -- the 7-member body that writes federal sentencing guidelines -- to remain paralyzed with vacancies for nearly a year, the White House and key Congressional Republicans appear close to agreeing on candidates to replenish it.
