Utility Commission's Diversity Rules Inadequate, Say Some Lawyers

The California Public Utilities Commission offers credits to companies that reach diversity goals such as hiring minority lawyers as outside counsel. But under current rules, companies can only count money spent on certified minority-owned firms, not on individual lawyers working at majority-owned firms. Some utility GCs say the rule "undercuts the work we've been doing," said Peter Arth, the chief of staff to the CPUC president. The commission is working on expanding the program and its definitions.
