The Local Redevelopment and Housing Law does not permit the city to impose off-site infrastructure contributions on plaintiff, which sought to renovate its property, since plaintiff was not a party to a contract and, therefore, was not a redeveloper; also, the Municipal Land Use Law does not independently authorize imposition of these costs, and the city's resolution and ordinance were ineffective in light of the planning board's prior approval of plaintiff's final site-plan application.
