01-2-8643 In re Renewal Application for Permit to Carry a Handgun of R.S., App. Div. (per curiam) (9 pp.) Appellant appealed the court’s denial of his application to renew his permit to carry a handgun, which had been approved by the police chief. The panel affirmed, finding that appellant’s asserted need for the permit—he sometimes carried large sums of cash late at night, in a dangerous area, to and from his business—did not suffice to show a justifiable need, that he had not shown that it was impossible to obtain a police or security escort when he carried cash, and he had not shown a special danger to him or that he had been assaulted or threatened.

01-2-8669 M.C. v. N.J. Dep’t of Human Serv., Div. of Family Dev., App. Div. (per curiam) (7 pp.) Appellant challenged the decision of the director of the Division of Family Development denying her admission to the Housing Assistance Program pilot project. She was denied on the basis that she failed to prove that she had any pending application for SSI benefits or an appeal from a denial of SSI benefits, as required by N.J.A.C. 10:90-6.10(a)1.i. The panel affirmed, finding that the DFD’s interpretation of N.J.A.C. 10:90-6.10—that an applicant was only eligible for HAP if she applied for and was either pending approval or appealing a denial for SSI—was not arbitrary, capricious, unreasonable or lacking support in the record.
