The Senate voted on Thursday to strip the minority party of its power to block presidential nominations, a major shift that streamlines the confirmation process for President Obama’s judicial and agency picks.

Democrats pushed through a change that severely curtails the effect of a filibuster, prompted in part by Republicans’ use the tactic to thwart three of Obama’s nominees to a key federal appeals court in Washington in the past three weeks.
