New Jersey’s statute outlawing gay-to-straight conversion therapy for minors does not violate First Amendment protection of free speech or exercise of religion, a federal judge says.

A state “generally may enact laws rationally regulating professionals, including those providing medicine and mental health services,” said U.S. District Judge Freda Wolfson in Trenton, finding the statute regulates conduct, not communication, and makes no reference to religion or any particular group.
