A state appeals court ruled on Thursday that Gov. Chris Christie exceeded his authority when he abolished the Council on Affordable Housing last year and transferred its functions to the Department of Community Affairs.

The court said there was no evidence the Executive Reorganization Act of 1969, which generally allows consolidation of executive functions to increase efficiency, was intended to allow dismantling of independent, representative, legislatively created agencies like COAH.
